Notes 8 + Vista Business - Unable to re-launch from shortcut

HP dx2250 MT computer
AMD Athlon X2 64
Windows Vista Business 32bit
Notes 8 (full Eclipse edition with Productivity Tools installed)

Tried both single and multi-user install of Notes 8

After initial installation or logging on to the computer, Notes starts normally from the desktop icon. Productivity tools will run from within Notes using the Open drop-down menu.

If Notes is closed, the PT will not start from the external icon on the desktop. Nor will Notes restart. Logging off (but leaving the machine running) and logging back in will re-enable Notes OR PT start from the desktop icon.
Closing one of these apps andthen trying to restart it or another associated app causes the same problem - the Windows circular "timer" spins for a bit but nothing happens .....
